Version 1.3 - NPC Creation Rules/Advice

This has been a long time coming. Finally found some time to add rules/advice for creating NPCs and other beings. Thanks to some help from Michael Raston of Gorgzu Games, this update also includes NPC stats that allow combat where only the players roll. This was possible before, but was awkward with fully stated NPCs. Now both ways of creating NPCs are listed depending on if the GM wants to roll or not.
